Ha ha... he was delighted to see the puppies, then when he was told he couldn't touch them, he became more interested in their toys...
Young children should NEVER be left alone with puppies, or dogs. The child must be taught to treat the puppy gently, just as the puppy needs to learn about children and babies.
You can guide their fingers to show them how to stroke the puppy and the amount of pressure to use...
The puppies can scare the daylights out of a child if they decide to "kiss" them!
